mobile virtual network enabler (MVNE)

A mobile virtual network enabler (MVNE) is a mobile network operator and has its own mobile network which it leases out to mobile network operators(MVNOs) with corresponding services. The services provided by VMNEs include the provision of network capacity, network management and the operation of mobile switching centers.

Which services the mobile discounter uses depends on the mobile discounter's own infrastructure. For example, user management with the site directory( HLR) or short message service center( SMSC) and other management facilities may be performed by the mobile discounter or also by the mobile network operator. Similarly, both companies can operate mobile switching centers( MSC), the gatewayGPRS support nodes( GGSN) or base stations. The situation is different for enhanced network services such as High Speed Circuit Switched Data( HSCSD), General Packet Radio Service ( GPRS), Enhanced Data Service for GSM Evolution( EDGE), High Speed Downlink Packet Access( HSDPA) and High Speed Uplink Packet Access( HSUPA).

As far as end customers are concerned, they only have contact with the mobile communications discounter and not with the mobile network operator.
