The Digital Millennium Copyright Act (DMCA) is a US law that was passed in 1998 in the USA for the protection of copyright. The law regulates copyrights and their infringement of online content. This includes that portal operators must immediately follow up on notices of copyright infringement and remove copyright infringing material from their websites.
