An Incumbent Local Exchange Carrier (ILEC) is a classic provider in the local network area which, as a result of liberalisation, competes with rival providers, the Competitive Local Exchange Carriers (CLECs), and is characterised by its dominant position on the market. Typical ILECs are Deutsche Telekom or British Telecom ( BT).
