priority access license (small cells) (PAL)

Priority Access Licenses (PAL) are licenses for Citizen Band Radio Services( CBRS) in the frequency range between 3.55 GHz and 3.65 GHz which are issued via auctions.

Licensees can use a frequency channel of 10 MHz in this frequency range for a fixed period of time. Up to seven PAL licenses can be assigned. Applicants may receive a maximum of four PALs. Each Priority Access License (PAL) is defined as a non-renewable authorization to use a 10 megahertz channel in a specified range for three years. A total of up to seven PALs may be assigned in a given census tract, with up to four PALs going to a single applicant.

PAL licenses take priority over General Authorized Access( GAA) licenses.
