Policy and Charging Rules Function (PCRF) is a software component of Policy Control and Charging( PCC) that controls the quality of service of the connection and its charging in 4th generation mobile networks in real time. PCRF forms a central component in mobile networks that determines policies in multimedia networks.

As a software component, PCRF resides in the network operators ' Policy Control and Charging and has access to the subscriber database, the Home Subscriber Server( HSS), which contains the subscriber-specific profiles, and the billing systems. Unlike previous solutions, Policy and Charging Rules Function has strategic importance and broader potential due to its real-time approach.

Policy and Charging Rules Function resides with the network elements that significantly determine subscriber traffic and through which subscriber connections are controlled and bandwidth and quality of service are determined.

PCRF and the associated interfaces to the Subscription Profile Repository( SPR) of the subscriber database and to the Policing and Charging Enforcement Functions( PCEF) have been standardized by the 3rd Generation Partnership Project ( 3GPP).
