permit next increase (ATM) (PNI)

Permit Next Increase (PNI) is an ABR service parameter.

As a flag, the Permit Next Increase controls the increase of the Allowed Cell Rate( ACR) by receiving the next RM (Resource Management) cell. The PNI bit only knows two states 0 and 1, with a PNI of 0 preventing an increase.
