Noisy Neighbor is a term from cloud computing. A noisy neighbor is a user who dominates the resources provided, such as bandwidth or computing power, in a multi-tenant architecture.
The other users have to share the remaining resources, but under unequal conditions.
In a multi-tenant architecture, applications are hosted by multiple users. If one user dominates the services and uses an excessive amount of computing power or bandwidth, then this limits the other users' applications. This can increase compute times and latency.
The situation is different with single-tenancy architectures, which provide separate software instances or hardware systems to individual users.
