The term network layer is often used for layer 3 in the OSI reference model, which is referred to as the switching layer in OSI terminology.
The network layer takes care of the connection, as well as the connection setup and disconnection between any two nodes, and provides all the functions related to switching: Reset, disconnect, error detection, and transparent data transport between network endpoints.
