lawful interception architecture (LI)

A lawful interception architecture is about intercepting data packets in compliance with the law. Since the legal regulations for lawful interception( LI) differ from country to country, there are also different approaches to the architecture of lawful interception systems, although there is also a generally applicable architecture model proposed by the European Telecommunications Standards Institute( ETSI).

The general task of network operators is to provide services and communication facilities between private and business communication partners. Operator networks are designed for this task. Monitoring tasks, as granted by the legislator, must not interfere with the actual operator task. Therefore, the lawful interception architecture must be able to clearly separate the operator network, the Public Telecom Network (PTN), from the network used for interconnection and monitoring. The separation between the PTN and the LI elements is handled by standardized Handover Interfaces (HI) that connect the Law Enforcement Monitoring Facility (LEMF) to the LI elements.

Lawful Interception relies on the content ofcommunication, the Content of Communication( CC) and the Intercept Related Information (IRI). While the Content of Communication is clearly focused on the content, voice, messages, files, data, audio or video, the Intercept Related Information refers to the signaling and the data contained therein, such as the phone numbers. Both pieces of information are captured in the Public Telecom Network and transmitted via the Handover Interfaces to the Law Enforcement Monitoring Facilities for evaluation.
