Government to Citizen (G2C) or Government to Consumer (G2C) characterizes all interactive processes and services that take place between government agencies, institutions, authorities and citizens within the framework of e-government. This can involve electronic applications, inquiries, notifications, submissions and directories that citizens have to a public authority or wish to view.

The full range of services includes the many different services offered by government agencies, institutions and offices such as the tax offices, the Federal Employment Agency( BA), the German Pension Insurance Fund (BfA), on surveys and elections, long-term care insurance and health care, on national, regional and local subsidy programs such as the promotion of renewable energies, and much more.
Some of the e-services offered by public authorities are subject to a charge, such as access to business registers, while others are free of charge, such as downloading forms or posting inquiries.
Communication between public authorities and companies is referred to as government to business( G2B), while communication between public authorities and government agencies is referred to as government to government( G2G).
