enterprise local exchange carrier (ELEC)

Enterprise Local Exchange Carriers (ELECs) are large network operators whose networks are sufficiently large to offer them as carrier networks. This enables them to better utilize their networks and generate additional revenue. Such networks may be utility or railroad management networks. ELECs may act as Competitive Local Exchange Carriers(CLECs) and offer communications services as competing local exchange carriers.
