The Cutoff Decrease Factor(CDF) is an ABR service parameter ofATM.

The Cutoff Decrease Factor controls the reduction of the Allowed Cell Rate( ACR) in connection with the Cell Rate Margin( CRM) in an ATM network. For the Available Bit Rate (ABR), the CDF factor affects the rate of change of the Allowed Cell Rate. The CDR factor also influences the Round Trip Time( RTT) of the TCP protocol without affecting its throughput.
