Consultation or toggling are features of transmission networks that enable a subscriber to switch back and forth between two other subscribers. The subscriber on hold cannot listen in on the conversation between the two other subscribers. This feature must be supported by the terminal device, i.e., the terminal device must make one of the two connections active and keep the second in an idle state.
