ITU Recommendation X.29 defines the exchange of control information between a packetizer/depacketizer ( PAD) and an X.25-oriented data terminal equipment (DTE) on the other side of the network.

This can be commands from a host to a packager/depacketizer. To distinguish between user data and control data, X.29 uses the Q bit, the qualifier bit, which can be used to address different processes in higher layers of the end systems.
